What are Release Papers?

Maybe you're a helper who is hoping to transfer, or an employer who is looking to hire, and you're wondering what are these mysterious release papers? Where can I find them?


The reason you're wondering is they no longer exist. Now, the release is done electronically through the MOM system. The current employer will login in response to a request through the MOM system to authorize the transfer. That's it, that's how it's done now.


So why all the fuss about release papers? Part of it is lingering old lingo from previous years when it was required. The other part is because helpers still need the permission of their current employers to transfer. No permission, no transfer, end of story.

In our agency, we ask the current employer to fill out a form so we know before we apply for a transfer that the employer will agree to release their helper.


So what can you do if you are a helper trying to transfer, and your employer refuses to allow you to transfer? You can talk to them nicely, explain your reasons for wanting to transfer, and ask them again to allow you to transfer. You can also quit your job and go home, and apply again to come back to Singapore. All employees in Singapore have the right to quit and go home. However, you can't force your employer to allow you to transfer, and their reasons might be very valid for not allowing it. They may have spent thousands of dollars getting you here to work and insist that you at least finish your agreement/contract with them. They might not have the time at the moment to devote to a new search for a helper. Sometimes they have good reason not to allow it.
